Homicide Charges Latest For Morris County Man
Dover resident who allegedly struck and killed Paramus High School graduate is accused of several other offenses over a several-week span.
A Pennsylvania district attorney has charged Philip J. Cise, 47, of Dover, with homicide in the crash that killed Paramus' Gabrielle Reuveni over the summer, according to reports from NJ.com.
Cise, a former Long Valley resident, was charged with homicide by vehicle while driving under the influence, and homicide by vehicle, according to NJ.com. According to the report, a blood test showed Cise had the depressant Gabepentin in his system when his truck struck and killed the 20-year old Paramus woman while she was jogging in the Poconos in July.
Weeks after the crash, Cise had been transported from Somerset County Jail, where he spent several weeks relating to other incidents, to the Ann Klein Forensic Center for evaluation to determine if he can stand trial.
Cise is also accused of wielding an ax at a fast-food restaurant and a number of other offenses over several-week span.
Cise's run-ins with the law began on June 30 when he allegedly harassed employees at the Trump National Golf Club in Bedminster.
On July 2, Cise allegedly begged for free food at the Rockaway McDonald's and allegedly became irate with employees and a customer. He allegedly swung his ax at the drive-thru employee. Cise was later charged with possession of a weapon, but was processed and released.
On July 7, Cise was arrested for allegedly stealing a truck from a Jefferson Township driveway. Authorities said the vehicle was recovered and returned to the owner. Cise was released on bail.
On July 14, a witness saw Cise driving erratically over the double-yellow lines on the road and hit Reuveni from behind, authorities said. A sobriety test was conducted, but Cise was released pending the results, authorities said. Authorities are still waiting the results of the toxicology tests.
The following night, Cise plowed into a utility pole with a different vehicle in Lake Hiawatha, police said. Cise was uninjured but officers discovered the Bedminster arrest warrant. Cise was arrested and turned over to Bedminster Township Police.
Reuveni was the valedictorian of Paramus High School Class of 2010. She was on vacation at her parents' summer home in the Poconos when she was struck and killed. Reuveni was an international area studies major at Washington University in St. Louis, Missouri. An avid runner, she was also a member of the 2011 National Champion women’s cross-country team.
Gabrielle was also known locally for her love for running. Over the weekend, her memory was honored during the annual Terri Roemer 5K Run. Hundreds wore purple "Run for Gabby” shirts.
